Executive Summary

This project proposal is submitted on the grounds that it is consistent with the triple imperatives of job creation, skills development, and heritage/cultural conservation of various organs of the current government including but not limited to, Arts and Culture, Trade and Industry, and the government wing of Environment and Tourism. It seeks to create a platform for protection of indigenous knowledge as it pertains to African literature as is found across South Africa and across the African Continent. This will be achieved in close co-operation and involvement with local communities, who in most instances are the descendants of the original creators of this cultural heritage.

This document serves to propose a project that will see an establishment of an academy that will create an incubation hub for creativity. The latter will serve as a platform to achieve the development and growth of a well-coordinated, vibrant, diversified, and sustainable economy poised to alleviate employment in South Africa and the rest of the continent.

The South African Arts and Culture faculty continues to struggle as it tries to escape a history informed by poorly directed funding strategies, low quality projects, limited creative expression and little incentive for the development of black actors, writers, scriptwriters, producers, and directors.

South Africa faces a formidable challenge in obtaining the skilled resources needed to create job opportunities, drive economic growth, and reduce unemployment. The South African Arts and

competitive rate. The industry is competitive globally in areas such as providers of quality content, creative workmanship, and as a service area. South Africa has a long history of sharing stories for social and cultural purposes and is therefore among the oldest in apportioning compelling stories in the world. Over the past several years the local South African Arts and Culture industry has produced an array of award-winning shows.

Problem Solving

Department of Arts, Culture, Science and Technology has acknowledged the problems outlined in the sector industry.

It has proclaimed problems that included:

  • Lack of standards.
  • Lack of co-ordination of training institutions.
  • Lack of quality visible South African concepts.

It should also be emphasized that a gap is immersed in the following areas:

  •
  •
  • Line producing.
  • Production Design.
  • Presentation and Financing.

These skills have been considered in short supply to re-evaluate our human resource planning, resource allocation and planning.

It is thus imperative that a one-stop center is created whereby all local (Provincial) potential production makers can share and create works of greatness. This Academic Hub should become a point of pride for the production industry that is well run, reliable and effective.

The Production Hub would offer:

  • One-Stop solution in producing theater work; from research and development; to pre-production; production; and presentation.
  • Equipment needed to make film and television (cameras and accessories; sound equipment and equalizer; lights and accessories; wardrobe department; make-up and hair; graphics department; music department; teaching facilities).
  • High-end state of the art Editing suites and Final Mix suites.
  • Opportunities for emerging and aspirant black South African producers to team up with those of wider experience and thus gain access to the expertise and experience of seasoned individuals.
  • Opportunities for both immediate impact and lasting impact. The Creative Hub’s programs would offer a variety of practical tools and strategies that artists can start using right away. To complement these tools, it would help individual emerging sector practitioners develop a personalized strategy for long-term success.
  • The artist-to-artist model that will encourage artists to work together. Collaboration creates vibrant and long-lasting arts communities nationwide. The Creative Hub will then partner with local organizations to offer workshops that will address the lack of skill and expertise in the television and film sector.
    • Dedication to continuous individual improvement through a full suite of workshops, existing resources for emerging practitioners in this sector to always find new opportunities. The Creative Hub’s commitment to rigorous self-evaluation will ensure that the workshops encompass the newest and most relevant ideas and information to help artists thrive in an increasingly complex world.
    • Interrogation of the Information and Communications Technology (ICT) space to bridge the digital divide to enable young people to lead productive lives and develop capacity to use enterprise software, middleware, storage, and audio-visual systems, which enables users to access, store, transmit, and manipulate information.
